PROJECT MANAGEMENT AND ADMINISTRATION

WP1 will be implemented throughout the project’s duration ensuring its efficient and effective management. It refers to routines and ad-hoc daily activities required to manage the project and provide guidance and advice to all partners in order to ensure that the project goals and objectives are met in compliance with the project work plan and budget.

The objectives of this work package led by Stockholm University (SU) are:

  • To facilitate communications and collaboration between partners and with the European Commission (EC) and its representatives
  • To monitor progress and the use of resources and budgets at project level, and provide management reports to the EC
  • To coordinate the technical work carried out in the project across all work packages and ensure that the project objectives are achieved within the planned time and budget
  • To ensure the quality of work made as well as to mitigate any possible risks.

MAPPING OF E-SKILLS SUPPLY AND DEMAND

WP2 aims to investigate the most advanced job profiles for ICT professionals and ICT users in Europe, the e-Skills supply via ICT and digital content in EU and thereupon develop an e-Skills framework describing the digital competences within specified innovative fields. The objective is to link the e-Skills and competences/learning outcomes/qualifications provided by selected open and e-learning systems with occupations/job roles in the ICT and non-ICT sectors.

The objectives of this work package led by ADFOR S.p.A. (ADFOR) are:

  • To analyze e-Skills demands and identify existing e-Jobs Role Profiles made available through EU initiatives for ICT practitioners and users
  • To conduct interviews with stakeholders in order to establish digital competences that are in demand within various innovative areas such as Green–IT and WEB 2.0
  • To develop an e-Skills framework by outlining the digital competences based on existing and emerged frameworks as well as by integrating the results of conducted interviews with stakeholders
  • To analyze e-Skills supplied data of current training and education services that provide ICT certifications and related qualification programmes
  • To identify MOOCs and e-learning institutions who provide e-skills training courses and certifications; as well as OERs in e-Skills and e-Competences
  • To coordinate with project partners and the selected providers/institutions for the creation of a database that will present the open education and training systems and their corresponding certificates and attributed e-competences
  • To map the Competences/Certifications/Qualifications provided by the educational systems and resources identified against e-CF competences and proficiencies, EQF 8 reference levels,the European ICT Professional Profiles and other e-jobs Role Profiles developed by EU initiatives for ICT practitioners
  • To create a catalogue of digital competences.

MODULES AND DATABASE DESIGN

WP3 aims to analyse and formalize functional specifications to create the web e-skills Match tool for e-competences and job profile matching.

The objectives of this work package led by FONDAZIONE POLITECNICO DI MILANO (FPM) are:

  • To provide the content, data flow and process necessary for the design and consequently the development of the Self-Assessment Module which will allow individuals to provide information about their current digital competences and to assess them by visualizing their individual knowledge map
  • To provide the content, data flow and process necessary for the design and consequently the development of the Training Guidance Module which will operate alongside with the Self-Assessment Module in order to identify training needs
  • To provide the content, data flow and process necessary for the design and consequently the development of the Knowledge Validation Module which will allow individuals to map and certify further knowledge/training acquired
  • To design and consequently develop the system information flow and database which will convert data for seamless navigation to searchable and retrievable format data to be included in the platform

PLATFORM DESIGN AND DEVELOPMENT

WP4 aims to gather end-users requirements, define software architecture and specifications and develop the e-Skills Match technology system.

The objectives of this work package led by Stockholm University (SU) are:

  • To define requirements and specifications of end users
  • To design the technical architecture of the e-Skills Match Platform
  • To develop software components of the e-Skills Match Platform utilising results of WP3
  • To ensure system assembly, integration and technical verification
  • To design the graphical user interface according to end-user requirements and project objectives
  • To provide a first test release of the platform for stakeholder testing in order to verify that the platform performs set functionalities
  • To gather feedback from the test version and make any possible required adjustments
  • To produce the final version of the e-Skills Match platform

DEMONSTRATION OF THE TECHNOLOGY SYSTEM

WP5 aims to test and validate the e-Skills Match technology system with real end-users. The platform will be available for all EU citizens, but support services such as training provided to citizens on their location will be implemented only in Greece, Spain, Italy and Sweden.

The objectives of this work package led by UNIVERSIDAD DE ALCALÁ (UAH) are:

  • To host and maintain the e-Skills Match platform.
  • To provide technical documentation and training of the platform
  • To produce User Guide of all platform features for smooth end-user engagement in at least the English, Greek, Italian, Spanish and Swedish languages
  • To train the helpdesk for reliable platform and user management
  • Once the platform goes live, online help for the users will be continuously provided by the helpdesk teams from Greece, Italy, Spain and Sweden. Contact form and FAQ section will be made available.
  • To facilitate and ensure user engagement through online and offline activities

COMMUNICATION AND DISSEMINATION

WP6 aims to create awareness and understanding of the benefits of the initiative and to ensure the proper dissemination of project results towards the scientific community, business and policy stakeholders. A special emphasis will be given to the clustering with the on-going projects and an attempt to influence the standards concerning areas of interest of the project as well as raise awareness on EU instruments (EQF, Europass, European e-Competence Framework, ESCO etc.). This WP will also plan the People Engagement Strategy focusing on participation in the learning and skilling acquisition activities at the pilot sites.

The objectives of this work package led by Government To You (GOV2U) are:

  • To plan, coordinate and report communication and dissemination activities aiming at the engagement of a wider audience across the EU as well as increase awareness of the project activities and results
  • To produce periodic reports related to the communication and dissemination activities implemented and their results
  • To establish a consistent and distinctive project identity and design the project’s website
  • To implement online and offline dissemination activities throughout the duration of the project
  • To raise visibility and awareness of the project’s objectives, mission and expected results and participate to European level or third party (piloting countries) events
  • To plan a User Engagement Communication Strategy in order to ensure active platform participation by EU citizens, employers and education providers
  • To establish and maintain a positive reputation of the project not only through the involvement of the partners, but also through established relations with other EU projects and networks
  • To provide a Handbook illustrating functionalities and objectives of the platform

EVALUATION AND SUSTAINABILITY

WP7 aims to determine the relevance and level of achievement of project objectives, development effectiveness, efficiency, impact and sustainability, satisfaction and behaviour of the users. This WP will also gather evidence for assessing the potential new open learning and training systems may have to shorten the up - and re-skilling time of European citizens. Particular emphasis will be given in the WP7 to come up with a sustainable model of maintaining the implemented platform as a service after the lifetime of the project.

The objectives of this work package led by Stockholm University (SU) are:

  • To produce the Monitoring and Evaluation Plan (M&E Plan) in order to define the methodology and instruments for evaluation of the project and its results
  • To monitor identified indicators in the M&E Plan
  • To indicate the formative and summative assessments of the project in order to measure the predefined metrics and key success indicators against the results
  • To elaborate a sustainability plan of the e-Skills Match platform over the time, beyond the lifespan of the project. The plan will include ways of joining the e-Skills Match platform that in the future may be based on fees and services for free and fee-paying.
